PROBLEM TO BE SOLVED: To provide a hair coloring composition (providing a high level of lift and lightening and required dye deposition and white hair coverage) which reduces peroxide concentration, ammonia odor, and damage of hair fiber. SOLUTION: The present invention relates to a hair coloring and bleaching composition which comprises (i) at least one source of peroxycarbonate ion, (ii) at least one alkalizing agent, preferably a source of ammonium ion, and (iii) at least one radical scavenger and has a pH of up to 9.5.
