PROBLEM TO BE SOLVED: To provide a displacement ventilation air conditioning system causing no draft even when low temperature air with a large temperature difference with respect to a room temperature is supplied for reducing conveying power of air, and not requiring a large space for forming clean air, and to provide a displacement ventilation air conditioning method. SOLUTION: The displacement ventilation air conditioning system 1 includes an air conditioning region 7 at an indoor lower side serving as a living region a person, a non-air conditioning region 8 at an indoor upper side other than the air conditioning region 7, a blowout port 4 equipped to a lower part of the air conditioning region 7 for supplying clean air, an exhaust port 5 equipped in the non-air conditioning region 8 for discharging contaminated air, and an air conditioner 9 provided outdoor. The blowout port 4 comprises an upper side blowout port 4a and a lower side blowout port 4b vertically adjacent to each other. The air conditioner 9 is connected to the upper side blowout port 4a. Low temperature air lower than the temperature of a lower part of the air conditioning region 7 is blown out of the upper side blowout port 4a.
