<P>PROBLEM TO BE SOLVED: To provide an application management system capable of automatically notifying an approval officer corresponding to each attribute of application contents by using an electronic pen when issuing an ID certificate, or the like. <P>SOLUTION: In an application management system 100, an applicant uses an electronic pen 10a to write application contents in an application form 3. A server 5 acquires application filling information from the electronic pen 10a through a terminal device 25, refers to definition information and specifies attributes of the applicant. Further, the server 5 specifies a contact address of the approval officer corresponding to the specified attributes by referring to officer information on the basis of the specified attributes of the applicant. The server 5 prepares confirmation information showing the application contents on the basis of the application filling information, and transmits the confirmation information to the specified contact address of the approval officer.
