<P>PROBLEM TO BE SOLVED: To reduce power consumption while immediately restarting motor rotation after a motor is stopped by an instruction from a control signal. <P>SOLUTION: A cooling device 200 includes a motor driving device 100, a fan motor 112, and a hall element 114. The motor driving device 100 includes a lock protection circuit 32 and a lock control part 34. The lock control part 34 makes the lock protection circuit 32 inactive when a motor stop is instructed by a control signal, which instructs rotation of the fan motor 112 as a drive target, for a prescribed period of time or longer. A standby control part 20 starts time measurement by being triggered by a state that a stop of the fan motor 112 is continuously instructed by the control signal Vcnt for a first time period τ1 or longer.
