PROBLEM TO BE SOLVED: To lay controllers in a power-OFF state in determining either state of operation system/standby system in starting by power-ON from power-OFF. SOLUTION: Each microprocessor 15, 25 in each CPU module of default operation system/standby system copies a current operation state status (operation system or standby system) to a backup memory 16, 26 during power-OFF to store it as a previous operation state status 16a, 26a.
