PROBLEM TO BE SOLVED: To provide a foamed rubber of an effect completely different from the conventional ones, having the excellent grip property without sliding on an icy or snowy road, particularly preferable for a tread of a tire and a footwear sole of shoes. SOLUTION: The foamed rubber 1 contains closed cells 2 with the closed cells 2 surrounded by a surface layer 3. The surface layer 3 surrounding the closed cells is hydrophilic. The surface layer 3 surrounding the closed cells preferably has a polar group. The polar group preferably has a hydrogen bonding ability. As the polar group, an ionic functional group is preferable.
