PROBLEM TO BE SOLVED: To provide a fine structure for providing highly efficient and effective electric field reinforcing effect. SOLUTION: This fine structure 1 has fine metal bodies 20 in a plurality of fine pores 12 of an dielectric substrate 11 having the fine pores 12 opening in its surface 11s. Each fine metal body 20 comprises a filling section 21 filled into the fine pores 12, and a projecting section 22 projecting from a dielectric substrate surface 11s having a head section 22h having a diameter that is larger than the filling section 21 and can induce localized plasmon.
