The present embodiments relate to a novel method of making quaternary amm onium polymers comprising the steps of: a) mixing l,4~bis-dimethylamino-2~bu lene, triethanolamine, water and an acid; and b) introducing a l,4-diha!o-2- butene to the mixture so as to initiate a reaction resulting in the quaterna ry ammonium polymer.
