A biodegradable resin composition and a toothbrush manufactured by the composition and its manufactured method are provided to prevent environmental contamination by degrading the composition in the soil padding with microorganism, to manufacture to the daily supplies by improving the inferior physical properties of the preexistence biodegradable resin composition and to replace a petrochemistry synthetic resin because by being used for a food container with no carcinogenic materials. A biodegradable resin composition is prepared by adding 0.01 ~ 1 weight% of carboxylmethylcellulose(CMC, and a water-proofing improver), 0.1 ~ 1.5 weight% of the reducing maltose(stabilizer), and 1~ 10 weight% of glycerol(lubricant) to 100 weight% of a mixture consisting of the polylactic acid of 60 ~ 80 weight%, and the hydroxyalkyl starch of 20 ~ 40 weight%.
