PROBLEM TO BE SOLVED: To provide a friction material manufacturing apparatus for enhancing the yield and productivity at the time of thermoforming of a friction material. SOLUTION: The friction material manufacturing apparatus 1 is equipped with a first mold 5 for molding the friction surface of the friction material 19 for a brake while holding a power mold release agent in the preforming before the friction material 19 for the brake is thermoformed, a second mold 7 for molding at least the back of the friction surface of the surfaces of the friction material 19 excepting the friction surface in the preforming without holding the power mold release agent, and a compression means 8 for compressing the raw material of the friction material 19 by the first and second molds 5 and 7 to preform the friction material 19 having the power mold release agent adhered to its friction surface.
