An apparatus and a system for collecting traffic information using a radio position determination signal are provided to transmit position and time information in a wireless communication area after storing and receiving GPS position determination signal. In a traffic information collecting system, a vehicle(12) receives a signal from a radio position determination satellite(10) or a wireless beacon device, grasps position information and transmits the position information with corresponding time information to a traffic information server(20) after storing the information. The traffic information server receives position and time information of the vehicle and collects the traffic information of roads where the vehicle passes.
