PROBLEM TO BE SOLVED: To improve a discharge characteristic of a plasma display panel. SOLUTION: This plasma display panel is provided with: a front glass substrate 1 and a back glass substrate 4 facing each other through a discharge space; a plurality of row electrode pairs X, Y formed on the front glass substrate 1 side; a plurality of column electrodes D formed on the back glass substrate 4 side to extend in a direction intersecting with the row electrode pairs X, Y, and forming discharge cells C in the discharge space at the respective intersection parts with the row electrode pairs X, Y; and phosphor layers 7 formed at positions facing the discharge cells C between the column electrodes D and the row electrode pairs X, Y. In the phosphor layer 7, MgO crystal 7B containing a magnesium crystalline body having a characteristic of emitting cathode luminescence having a peak in a wavelength range of 200-300 nm by being excited by an electron beam, and a secondary electron emission material containing a low-work-function material 7C are included.
