PROBLEM TO BE SOLVED: To provide a surface roughening device capable of performing deep carving surface roughening and easy to clean. SOLUTION: The surface roughening device A for roughening the surface of an uncured cement substrate 1 is equipped with a plurality of digging-up members 2, etc. for thrusting the surface of the cement substrate 1 and a drive device 3 for moving the digging-up members 2 between a state that the digging-up members 2 are thrust in the cement substrate 1 and a state that the digging-up members 2 are not thrust in the cement substrate 1. By moving the cement substrate 1 in the direction parallel to its surface in the state that the digging-up members 2 are thrust in the surface of the uncured cement substrate 1, the surface of the uncured cement substrate 1 is roughened.
