<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst structure as a fuel cell membrane which can contribute to controlling a deterioration of an electrolyte membrane due to heat and can prolong a life of the electrolyte membrane. <P>SOLUTION: The electrode catalyst structure as a fuel cell membrane is provided with an anode side catalyst layer having a catalyst substance, a cathode side catalyst layer having a catalyst substance, and an electrolyte membrane having a proton conductivity pinched by the anode side catalyst layer and the cathode side catalyst layer. At least one of the anode side catalyst layer and the cathode side catalyst layer has a first layer arranged close to the electrolyte membrane and a second layer arranged farther away from the electrolyte membrane than the first layer. The first layer has a first carrier and a first catalyst substance carried by the first carrier, and the second layer has a second carrier and a second catalyst substance carried by the second carrier.
