PROBLEM TO BE SOLVED: To execute highly accurate character recognition processing and to automatically acquire an image necessary for the recognition. SOLUTION: In a character recognition system 100 incorporated into a cellular phone, an image input part 101 drives an imaging part in each prescribed time and takes in a generated image. A variation detection part 102 detects variation of the latest input image from the previous input image. When the variation is not higher than a prescribed allowed value, a character area detecting part 103 is operated to detect a character area from the input image. Further, a character recognizing part 104 performs processing of an image in the character area as an object to recognize a character string. When similarity of a character candidate to this recognition result does not satisfy a prescribed reference value, the recognition result is not output but a return is made to processing by the image input part again.
