PROBLEM TO BE SOLVED: To provide a network monitoring device monitoring a network without being highly affected by a system configuration. SOLUTION: This monitoring device comprises: a frame reception processing part 102 for receiving a frame flowing in a network; a connection permission determination processing part 106 for determining whether the frame corresponds to a predetermined authorized terminal on the basis of the frame transmitted for network connection; and a frame transmission processing part 101 for supplying a frame showing that an address for specifying a terminal having transmitted the frame is used in the network to the network when the frame is determined not to correspond to the authorized terminal.
