PROBLEM TO BE SOLVED: To provided an image stabilizing device that stabilizes an image picked up by a camera. SOLUTION: As to a posture change in a camera 1, a turning angle displacement measurement section 2 measures a displacement angle (θ) in a direction of turning angle, an elevating angle displacement measurement section 3 measures a displacement angle (ψ) in a direction of elevating angle, and an azimuth angle displacement measurement section 4 measures a displacement angle (ϕ) in a direction of azimuth angle. Then a posture control section 5 controls the posture of the camera 1 so that the measured displacement anglesψ,ϕapproach both zero, a video image input section 6 receives an image picked-up by the camera 1, a correction image generating section 7 generates a correction image whose turning is suppressed based on the measured displacement angleθand a video image output section 8 outputs the generated correction image in a way that is displayed by a display device 99.
