PROBLEM TO BE SOLVED: To reliably transfer an incoming call from a nuisance telephone to a nuisance call response server. SOLUTION: A call-incoming side telephone device 31 receives an "INVITE" message under communication (during the execution of a process S25) (process S26). In the call-incoming side IP telephone device 31, if a nuisance call is found based on a caller's number included in the "INVITE" message (step ST4), then the "INVITE" message is transmitted to a nuisance call response sever 6 (process S27). Thereafter, a path is formed between the nuisance call response server 6 and a nuisance call originator 33 over which a nuisance call responsive message is sent from the nuisance call response server 6 to the nuisance call originator 33.
