PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsion composition that has no greasiness, excellent stability, body feeling and mainly or subsidiarily aims at removal of stains. SOLUTION: The oil-in-water type emulsion composition comprises a fatty acid soap, (1) 0.3-4.0 mass% based on the composition of a polyethylene glycol having an average molecular weight of 2,000-25,000, (2) 0.1-5.0 mass% based on the composition of one or more kinds of nonionic surfactants having an HLB of 10-17, (3) 0.1-5.0 mass% of one or more kinds of nonionic surfactants having an HLB of 2-10 and (4) 40-70 mass% based on the composition of a solid or semisolid oil phase.
