PROBLEM TO BE SOLVED: To provide a treating method of converting volatile organic chlorine compounds into harmless low-molecular weight compounds by constructing, in the downstream of a polluted area, a cleaning wall utilizing microorganisms comprising Clostridium species KD13 degrading volatile organic chlorine compounds into low-molecular weight compounds. SOLUTION: A method of cleaning soil and ground water comprises constructing a microorganic cleaning wall 5a and a nutrient source cleaning wall 5b in the downstream of a polluted area 2, forming a pumping well 6 in the downstream of the cleaning wall 5 with respect to ground water, reserving ground water pumped from the pumping well 6 in a reservoir tank 8 and repeating a culturing process of proliferating Clostridium species KD13 with a warming mechanism provided in the reservoir tank 8 and a process of pouring, together with the cultured solution, Clostridium species KD13 proliferated in the culturing process into an injection well 4.
