<P>PROBLEM TO BE SOLVED: To provide an input operation propriety discrimination device which hardly generates incorrect discrimination in operation propriety discrimination. <P>SOLUTION: A D-seat seat electrode 11 is provided as an electrode material for bio-communication on a driving seat 10 of a vehicle. A touch electrode 14 is provided as an electrode, corresponding to the seat electrode 11 on a touch operation part 9 of a touch switch 5. When a driver seated on the driving seat 10 touch-operates the touch operation part 9, the D-seat seat electrode 11 and the touch electrode 14 are connected via a human body, and a discrimination signal Sa is transmitted to a receiver 23 of a switch side through the human body from the seat side. The receiver 23 certifies whether the discrimination signal Sa is regular, if certification is realized, the certification of the bio-communication is regarded as being realized, and then touch operation is permitted.
