PROBLEM TO BE SOLVED: To contribute to reduction in emission and an improvement in fuel economy, by reducing a quantity of unburnt discharge fuel when starting an engine, in a starting control device of an internal combustion engine. SOLUTION: When there is a starting request for the internal combustion engine, the engine cooling water temperature is detected (Step 104), and is compared with the injection pattern switching water temperature (Step 106). When the engine cooling water temperature is higher than the injection pattern switching water temperature, fuel injection is started before starting cranking (before driving a starter). While, when the engine cooling water temperature is the injection pattern switching water temperature or less, after starting the cranking, the fuel injection is performed synchronously with an intake stroke.
