The invention relates to a filling-prohibiting device (3, 3') to be permanently attached to the neck (40) of a vessel containing a liquid and to be closed by a plugging cap (2, 2'), wherein said device has an axis (10) coinciding with the axis of said neck when it is attached thereto, characterised in that it comprises an axial duct (39, 39') for dispensing sand liquid, having a transverse wall (6, 6') extending therethrough which is permanently attached to the filling-prohibiting device (3, 3') and comprises a plurality of through-channels (63), each of said through-channels (63) connecting an outer opening (60) oriented towards the outside of the vessel to an inner opening (61) oriented towards the inside of the vessel, the smallest dimension of said outer opening (60) being smaller than a critical dimension determined according to the critical surface tension of the material of said transverse wall, typically about 0.7 mm, and in which the smallest dimension of said inner opening (61) is larger than said critical dimension.
