An object of the present invention is to improve detection accuracy of a pull-down sequence in a superimposed video. A difference absolute value sum calculation unit calculates an inter-frame difference absolute value sum (SAD) for each pixel. A difference calculation unit for difference absolute value sum calculates the difference (?SAD) between the inter-frame difference absolute value sum (SAD) in a current field and the inter-frame difference absolute value sum (SAD) in the last field. A pull-down sequence decision unit (26) compares the above difference between inter-frame difference absolute value sums (?SAD) with a threshold value and decides that the video is a pull-down sequence when the difference between inter-frame difference absolute value sums (?SAD) is smaller than the threshold value.
