PROBLEM TO BE SOLVED: To provide a method and a device for stopping a high-speed downlink function corresponding to a CELL_FACH state at a UE (user terminal) in the CELL_FACH state in a radio communication system. SOLUTION: The method includes the stages of: changing a setting of a private variable corresponding to a private H-RNTI (HS-DSCH radio network transaction identifier) from an actuation state to a stop state; and judging that the setting of the private variable and a setting of a common setting are effective RRC (radio resource control) configurations when the setting of the common variable corresponding to a common H-RNTI indicates a stop state.
