PROBLEM TO BE SOLVED: To provide an activating agent with low toxicity which is usable for a water pressure transfer film including a transfer layer where a curable resin layer and a decorative layer are integrated. SOLUTION: The activating agent is used for manufacturing the water pressure transfer body in using a water pressure transfer film including a support body film comprised of a water-soluble or water-swelling resin and a transfer layer soluble in an organic solvent provided on the support body film. The support body film comprised of the activating agent including a monoterpene hydrocarbon and a water-soluble or water-swelling resin and a water pressure transfer film including a transfer layer soluble in the organic solvent provided on the support body film are floated on the water with the transfer layer up. A subject to be transferred is pressed onto the transfer layer activated by the activating agent, so that the water pressure transfer film is transferred onto the subject to be transferred.
