PROBLEM TO BE SOLVED: To provide a belt device capable of accurately detecting the deviation of a belt member in the width direction of the belt member with a relatively simple configuration even when the device is speeded up, and to provide an image forming apparatus. SOLUTION: The belt device includes: the belt member 8 that is stretched over a plurality of rollers and moves in a predetermined moving direction; detecting means 80 (81 to 83) that detect deviation of the belt member 8 in the width direction of the belt member 8; and a preventing member 14 that is arranged near the detecting means 80 and prevents deviation of the belt member 8 in a direction other than the moving direction and the width direction of the belt member 8.
