PROBLEM TO BE SOLVED: To provide a data transmitter and a semiconductor storage apparatus for detecting failures, in a short time period using a simple configuration, even if error bits are many. SOLUTION: The data transmitter 1A includes a data transmitting unit 11 for dividing transmitting data (transmission data) inputted from a host system (not shown), for each packet unit, and transmitting the data as serial data; and a data-receiving unit 13 for receiving the serial data from the data-transmitting unit 11 via a downlink transmission path 12 as serial transmission line, and transmitting the serial data to the data transmitting unit 11 via an uplink transmission path 14 as serial transmission line, while the output data is output to a sub-system.
