PROBLEM TO BE SOLVED: To suppress the amount of liquid retained in contact parts where a photoreceptor and an intermediate transfer body come into contact with members to be brought into contact with them, to prevent a large amount of carrier liquid from sticking to a recording medium, and to prevent dropping of developer, then, to provide an image of high image quality, irrespective of the passing timing of the recording medium. SOLUTION: The image forming apparatus includes an image carrier 1 on which an electrostatic latent image is formed; a developing device 11 for developing the electrostatic latent image on the image carrier 1 by using the liquid developer 9 and forming a visible image; and a transfer device 20 for transferring the toner image formed on the image carrier 1 to a transfer material 21, wherein a liquid amount regulating member is disposed at the prestage of a transfer position where the toner image is transferred to the transfer material 21, and the developer, stuck on the image carrier 1, is removed timely by the liquid amount regulating means, such as, a pre-transfer liquid amount regulating blade 30, before the developer comes in contact with the transfer member 20, so that the amount of the liquid retained in the contact part is reduced, as much as possible.
