PROBLEM TO BE SOLVED: To provide a billet obtained by blooming rolling, which has dimensions of a cross section of a product which are larger than the minimum dimensions of the cross section of a cast slab of a base stock and a method of manufacturing it. SOLUTION: After forging a continuously cast slab 1 in the direction of the long side of itself, the slab is made into the billet 3 having a diameter larger than the length of a short side of the continuously cast slab by performing blooming rolling. It is preferable that the dimensions of the continuously cast slab satisfy the formula: A≥1.44×(d<SP>3</SP>/C<SP>2</SP>). Where, A is the length (mm) of the long side of the cast slab, C is the length (mm) of the short side of the cast slab and d is the diameter (mm) of the billet. COPYRIGHT: (C)2009,JPO&INPIT
