PROBLEM TO BE SOLVED: To provide a technology capable of utilizing exceeding the upper-limit sum of utilization when needed even in a portable telephone terminal to which the upper-limit sum of utilization has been set for an accounting proxy method for standing proxy for the accounting of the portable telephone terminal. SOLUTION: The portable telephone terminal 100a generates accounting proxy data 120 including information for specifying the portable telephone terminal 100a standing proxy for accounting, information for specifying a portable telephone terminal 100b receiving the proxy of accounting, an accounting proxy sum and the like for delivering to the portable telephone terminal 100b. The portable telephone terminal 100b sends the accounting proxy data 120 to an accounting center system 200 for managing the accounting of each portable telephone terminal 100. The accounting center system 200 adds the accounting proxy sum to the utilization sum of the portable telephone terminal 100a and adds the accounting proxy sum to the upper-limit sum of utilization in the portable telephone terminal 100b in an accounting database 202.
