PROBLEM TO BE SOLVED: To provide a congestion state computing system capable of enhancing the reliability of congestion information provided by a probe car system. SOLUTION: This congestion state computing system detects a degree of congestion by changing threshold values V<SB>11</SB>to V<SB>32</SB>for discriminating the degree of congestion in a congestion degree computation table 52, at each prescribed vehicle speed (step S2), when computing the degree of congestion, based on a probe data collected from a vehicle 3 of a probe car; selects the threshold of highest consistency by comparing the consistency with the degree of congestion based on VICS information in a secondary mesh unit (S5, S6); and computes the degree of congestion of the secondary mesh, based on the selected threshold value (step S7).
