A system and an apparatus for measuring quality of a mobile communication network are provided to measure the same measurement path accurately and repeatedly by automatically calculating a measurement path in a road or an area previously designated by a user and informing the user accordingly. A GPS receiver(100) receives a GPS signal and generates GPS-based location information. A measurement unit(200) measures quality of a mobile communication network corresponding to the location information. A navigation device(300) generates measurement path information including information about a path for which quality of a mobile communication network of a target measurement area is to be measured based on target measurement area information including information about the target measurement area inputted by a user, and guides the measurement path for measuring quality of the mobile communication network to the user based on the measurement path information.
