PROBLEM TO BE SOLVED: To provide a mobile communication system or the like capable of properly selecting a domain and a terminal in a mobile communication system in which a terminating terminal selection server and a domain selection server are respectively arranged. SOLUTION: In the mobile communication system having communication domains of both a circuit exchange network and a packet exchange network, a CSCF (Call Session Control Function) 30/MSC (Mobile Services Switching Center) 40 for controlling a call connection and a session connection between communication terminals, the terminating terminal selection server 10 and the domain selection server 20 are arranged, and when a terminal generates a session, the terminating terminal selection server 10 selects through which communication domain a terminal selected as a terminating destination is connected.
