PROBLEM TO BE SOLVED: To stably and economically manage operating water to keep it neutral by preventing alkalization of the operating water, which is a problem when ozone gas, generated in a discharge-type ozone generator, is pressurized by a water-seal-type pressurizing apparatus and supplied to customers. SOLUTION: The ozone gas is generated in the discharge-type ozone generator 2 using oxygen gas generated in a PSA oxygen generator 1 as raw material gas. The ozone gas is pressurized in the water-seal-type pressurizing apparatus 3. The high-pressure ozone gas which has been pressurized is supplied to customers via a gas-liquid separator 4. A nitrogen gas addition apparatus 5 adds nitrogen gas to the oxygen gas that serves as the raw material gas for ozone generation. The added nitrogen gas produces nitrogen oxides in the ozone generator 2, and the nitrogen oxides are dissolved in the operating water in the pressurizing apparatus 3 to produce nitric acid, which prevents alkalization of the operating water.
