PROBLEM TO BE SOLVED: To provide a method for manufacturing a conductive rubber roller, by which a conductive rubber roller for an electrophotographic apparatus, such as a transfer roller, a charge roller and a development roller can be formed efficiently, and the conductive rubber roller, which has a stable roller resistance value over a long period and can obtain a fine image of high quality, can be obtained. SOLUTION: In a rubber material of a foam rubber layer, a rubber component is selected from NBR, epichlorohydrin rubber and EO-PO-AGE terpolymer, a chlorine amount in the rubber component is 21 mass% or lower, a foaming agent contains only OBSH and does not contain a urea foaming assistant, and vulcanization foaming of the rubber material is performed by microwave vulcanization.
