PROBLEM TO BE SOLVED: To provide a composite material substrate with transparent electrodes having high stability in its dimensions, resistivity, and excellent transparency. SOLUTION: This composite material substrate with transparent electrodes has a plastic film containing a cross linked resin and glass fibers, at least one gas barrier layer formed on both sides of the plastic film, and a transparent electrode layer, mainly containing In-Zn-O and formed on the above gas barrier layer.
