PROBLEM TO BE SOLVED: To surely report a current position even if the state of emergency occurs. SOLUTION: A mobile phone that receives disaster information transmits, to a position information providing server 10, a position information provision request message containing information about a cell wherein the phone itself is located, and its own telephone number, then acquires from a GPS information about the latitude and the longitude wherein the phone itself is located, and transmits the information to the position information providing server 10. A position information acquisition section 12 of the position information providing server 10 uses the received cell information and telephone number to acquire position information and a provision destination telephone number, and a position information transmitting section 14 transmits a provision message corresponding to the position information to the mobile phone corresponding to the provision destination telephone number. A detailed position information acquisition section 16 uses the received latitude/longitude information to acquire detailed position information, and a detailed position information transmitting section 17 transmits a provision message corresponding to the detailed position information to the mobile phone corresponding to the provision destination telephone number.
