PROBLEM TO BE SOLVED: To accurately determine whether a sheet-like matter is defective or non-defective by accurately detecting a foreign matter contained in the sheet-like matter. SOLUTION: Image data are generated from a blank sheet of paper (sheet-like matter) containing a detection matter (foreign matter), and an object (image) corresponding to the detection matter is extracted from the image data. Relating to each of the extracted objects, it is determined whether or not the objects are overlapped (Sb2). When overlapped, the objects are separated to form two objects (Sb4).
