PROBLEM TO BE SOLVED: To provide an image forming method using a developing device of a touch down developing system, whereby scattering of toner is suppressed, stable development characteristics are maintained over a long period of time, and a stable image can be obtained. SOLUTION: In the image forming method using the developing device of the touch down developing system, a toner recovery roller for recovering toner scattering and floating near a toner carrier and a two-component developer carrier is disposed between the two-component developer carrier and the wall of a housing, and downstream of the closest contact position between the two-component developer carrier and toner carrier in the rotating direction of the two-component developer carrier. A bias voltage for recovering the scattering toner is applied to the toner recovery roller. In addition, a peak AC bias voltage Vpp that is applied to the toner recovery roller is made lower than that applied to the toner carrier and two-component developer carrier.
