PROBLEM TO BE SOLVED: To measure leakage current (grounding current) of a resistance component. SOLUTION: A current Id set advanced by 90°in phase, with respect to a voltage of a transformer T1 flows in a wiring line 1. A current Ia flows in a wiring line (a). The leakage current Io, obtained by composing the grounding current Igr and an electrostatic capacity component Iy, flows from a grounding point P to the ground. A current Ib (Ib=Ia-Io) flows between the grounding point P and a node N1 out of a wiring line (b). A clamp meter 103 collectively clamps the wiring lines (a), (b) of a cable run, and the wiring line 1 for connecting a variable capacitor 102 and a connection terminal 101b, and measures the total value (Ia-Ib-Id) of the currents Ia, Ib, Id.
