A construction method of a heat insulation and isolation structure for a building and the structure are provided to maximize heat insulation and isolation effects, to have various designs, to cut off interlayer noise and to prevent the formation of cracks in the surface of a building. A construction method of a heat insulation and isolation structure for a building comprises the steps of forming a waterproof layer(2) on a concrete layer(1) to be constructed, forming a first cement based surface coating material layer(3) on the waterproof layer, attaching a heat insulating material(4) such as Styrofoam on the first cement based surface coating material layer, forming a second cement based surface coating material layer(5) on the attached heat insulating material, attaching a surface reinforcing material(6) composed of glass fiber to the second cement based surface coating material layer, forming a water-soluble heat isolating material layer(7) on the surface reinforcing material, forming a pattern forming layer(8) on the water-soluble heat isolating material layer, and forming an anti-pollution layer(9) by applying water-soluble acryl emulsion using equipment such as a brush, a roller or a sprayer. |
