PROBLEM TO BE SOLVED: To provide a thin headrest with good versatility, capable of easily carrying out storing operation by reducing an operation load when storing a headrest by tilting the same from the head part supporting condition, and to provide a vehicle seat with the headrest. SOLUTION: The headrest has a supporting member 1 arranged in the upper portion of a backrest S2, a frame 2 turnably engaged with the supporting member 1, a frame biasing means 3 biasing the frame 2, and a lock mechanism 4 arranged between the frame 2 and the supporting member 1, the lock mechanism 4 has engaging members 41, 42 arranged in the supporting member 1 to keep engaging groove portions 41a, 42a cut, operating lever 44 having a recessed portion 44b formed directed toward the supporting member 1 to be turnable, a fixed member 46 turnably pivoted by the frame 2 and disengageably arranged across the engaging groove portions 41a, 42a along with the movement of the operating lever 44, and an operation lever biasing means 45 biasing the operating lever 44 such that the fixed member 46 is biased in a direction of the engaging groove portions 41a, 42a.
