<p><P>PROBLEM TO BE SOLVED: To provide a traveling speed estimation device capable of estimating absolute traveling speed accurately, even in the case of an object traveling in the traveling direction different from own vehicle on the right/left side of own vehicle. <P>SOLUTION: A collision mitigation device 10 includes a GPS 22 for estimating the traveling direction of another vehicle 200 in addition to an FM-CW system millimeter wave radar 12 for calculating relative speed with the object, and a target direction own vehicle speed vector conversion part 41, a radar direction target speed calculation part 42, and a target absolute speed calculation part 43 calculate the absolute traveling speed of another vehicle 200 from the relative speed of another vehicle 200 detected by the FM-CW system millimeter wave radar 12 and the traveling direction of another vehicle 200 estimated by the GPS 22.
