PROBLEM TO BE SOLVED: To provide a power generating hydraulic turbine capable of utilizing a river or agricultural water low in water depth and small in quantity; and a power generation method using it. SOLUTION: This power generating hydraulic turbine is composed by arranging two or more horizontal linear blades on a circumference centering a horizontal axis. The power generating hydraulic turbine is characterized in that the cross-sectional shape of the horizontal linear blade is formed into a V-shaped form; resistance in landing it on the water is reduced by landing it on a water-flow surface from the V-shaped top part; and the two or more horizontal linear blades are rotated around the horizontal axis by reactive force generated when receiving the water flow on the V-shaped recessed parts.
