PROBLEM TO BE SOLVED: To allow switching between image quality priority and speed priority when decoding and displaying a coded image. SOLUTION: A user selects one of an image quality priority mode and a speed priority mode, and the number of pixels of a selected image is acquired from additional information (S2). A first expansion area is set when the user selects the image quality priority mode, and a second expansion area smaller in size than the first expansion area is set when the user selects the speed priority mode. The number of pixels of the set expansion area is compared in magnitude with a value of ((the number of pixels)×(a reduction ratio)), namely, the number of pixels of a decoded image to be obtained (S7) to settle the reduction ratio (S9), and processing of decoding without reduction or decoding with reduction is executed (S10), and the selected image is displayed (S12). When the selected image is displayed, size conversion processing of the decoded image is performed so that the selected image accords with a screen size of an image display part 5.
