PROBLEM TO BE SOLVED: To surely recover a situation, even when such a situation occurs that electronic money is not charged in a portable telephone set 2 although deposit is subtracted from the account of a customer A since communication may be disconnected at any portion in charging electronic money through a network to the portable telephone set.

SOLUTION: The electronic money charge system stores a charge request number from a customer and the identification number, charge amount and reception status of an IC chip into an electronic money issue reception information database 7 of an electronic money provider 4, and stores the charge request number and the identification number and processing status of the IC chip into an electronic money reception processing database 8 of an electronic money issue management company 3, and utilizes effectively those pieces of information.
