PROBLEM TO BE SOLVED: To determine the validity of an optimum operation condition value based on experiment data and operation data.

SOLUTION: An optimum operating condition value for use in setting the condition of a manufacturing plant 11 and an experimental result evaluation value showing an experimental result at the optimum operating condition value used in an experimental plant 9 or a pilot plant 10 are obtained from an operating condition retrieval device 3. The operating condition of the manufacturing plant 11 and an operating result evaluation value showing an operating result under the operating condition are obtained from the manufacturing plant 11. The experimental result evaluation value corresponding to the optimum operating condition value is compared with the operating result evaluation value so as to determine the validity of the optimum operating condition value.
