A base station receiving circuit is provided to control a gain with respect to a sharply increasing reception signal burst previously and to convert the gain of an AGC(Automatic Gain Control) amplifier into a desired value and maintain quality of communication. An AGC AMP(Amplifier)(11) amplifies a signal received from an MS(Mobile Station) and outputs the amplified reception signal. A CQI/SIR(Channel Quality Indicator/Signal-to-Interference Ratio) measurement unit(32) measures receive quality of the reception signal outputted from the gain controlling/amplifying unit. An uplink scheduler(41) performs scheduling to allocate radio resources to the MS based on the measurement result. An amplifier control unit(33) controls the gain of the AGC AMP based on the reception signal outputted from the AGC AMP to uniformly maintain the amplitude of the reception signal. A receive power estimating/calculating unit(43) calculates an estimate of input power received from the MS based on the scheduling.
