A system for providing level-by-level English dedicated channels using IPTV is provided to enable a user to be steadily exposed to English broadcast programs suitable for English level by providing a dedicated remote controller which can select level-by-level English broadcasting channels only. An IPTV English broadcasting system comprises contents storage units(110,120), a service server(100), a dedicated remote controller(180), a set-top box(150), and a TV set(170). The contents storage units store level-by-level English broadcast contents. The service server receives packet data for level-by-level English broadcast contents from the contents storage units in real time, and executes subscriber authentication. The dedicated remote controller is provided to select only level-by-level English broadcasting channels. The set-top box transmits channel information, selected through the dedicated remote controller, to the service server, receives level-by-level English broadcasting packet data contents from the service server in real time according to the channel information, and converts the received packet data into multimedia signals. The TV set receives the multimedia signals from the set-top box and regenerates them.
